Digital Photo Modified Date Issue

With digital photo files, there is a problem with the default "Modified" column.
I never change the time of my camera between winter and summer and i report here of course
only about files with are copied from SD card without any modification.
For all my digital photos taken in summertime, FC is showing a -1h difference of "Modified" date.
The "Date Modified" "Date Taken" column does display correct date. Column "Date" is empty.
Apparently FC has a difference between internal column "Modified" and Windows "Date Modified",
but only for pictures taken in summer. Why this strange automatism?
Windows FileManager does display the same and correct date in its columns
"Date", "Date created", "Date modified" and "Date last saved".
Is this a FC feature, a FC bug, a Windows/FileSystem issue
or perhaps a PEBKAC (Problem exists between keyboard and chair)?
